Luke qualified as a solicitor in 1981, joining ScoMo as a consultant in 2003.
Luke has long experience of working in the field of adult and children’s social care law and human rights. His UK based legal work has included assisting with the drafting and promotion of a number of Parliamentary Bills aimed at improving the rights of people experiencing social exclusion - including Bills that became the Carers (Recognition and Services) Act 1995 and the Carers (Equal Opportunities) Act 2004. In 2013 he was the Special Adviser to the Parliamentary Committee that scrutinised the draft Bill that became the Care Act 2014. Luke has written extensively on this branch of law, including Community Care and the Law (6th edition) 2017. Internationally Luke has also had considerable experience of human rights litigation including as solicitor in the first Roma case to reach the European Court of Human Rights Buckley v UK (1996).
